Alvin grew up along the Santa Fe Railroad and incorporated in 1893. That makes it the oldest incorporated settlement in Brazoria County. It’s also famous for something no builder can forget: on July 25, 1979, Tropical Storm Claudette stalled over Alvin and dropped about 43 inches of rain in 24 hours, at the time the most 24-hour rainfall ever recorded in the United States. Nolan Ryan grew up here, and his museum is at Alvin Community College.
Building a new home in Alvin
If you’re building on your own lot, Alvin’s process starts earlier than many people expect. The City’s Engineering Department requires a pre-development meeting before plats, plans or site plans are submitted. We like this step because it brings up drainage, utility and right-of-way questions before you pay for final drawings. A Claudette-sized rain is rare, but on flat Gulf Coast land, site grading, finished-floor height and drainage paths are worth getting right.
Permits come from Engineering
In Alvin, the Engineering Department handles permitting and inspections along with its work on paving, drainage, water and wastewater. On April 3, 2025, City Council adopted the 2024 International Building, Mechanical, Plumbing and Fire Codes and the 2023 National Electrical Code, so new plans need to follow those editions.
Alvin is in Brazoria County, and all of Brazoria County is inside the TWIA windstorm area. New homes, roof replacements and other exterior work generally need TDI windstorm inspection and certification for TWIA eligibility. As of April 1, 2026, TDI certifies to the 2024 IRC/IBC.
