Remodeling and Commercial Renovation Around Clear Lake, Webster and Nassau Bay

These three neighbors share a history: all of them boomed after NASA announced the Manned Spacecraft Center (now Johnson Space Center) in 1961. Each one has its own permit office, though, and each has its own flood story. Telling them apart is the first thing we do on any job here.

Clear Lake City: space-age subdivisions

Humble Oil’s Friendswood Development Company laid out Clear Lake City for the wave of NASA employees. Neighborhoods include Bay Oaks, Brook Forest, Camino South, Meadowgreen, Middlebrook, Pipers Meadow and Oakbrook, and next door is Timber Cove, whose 1963 pool is shaped like a Mercury capsule. Many homes from that era are ready for new kitchens, baths and energy upgrades. If a Houston property is in the regulated floodplain, the city’s 2018 Chapter 19 amendments require new construction and substantial improvements to put the lowest floor at least two feet above the 500-year flood elevation. That can change the scope of a big remodel or addition.

Webster: commercial corridors and flood history

Webster straddles I-45 and borders Clear Creek, which is the Harris–Galveston county line. Baybrook Mall sits just across the line in Houston. For office and retail clients along these corridors, we phase renovations so the business can stay open. The city’s Building Division has prepared a Repetitive Loss Area Analysis on areas that flood again and again, which is worth reading before you invest in a ground-floor build-out.

Nassau Bay: a planned 1960s town on the water

Nassau Bay was planned in 1962, and its first residents arrived in 1964. Hurricane Ike’s surge in 2008 hit it hard. The city reported that almost 30% of its single-family homes needed some kind of reconstruction afterward. A useful detail: Nassau Bay says roofing, window, exterior door and siding permits don’t require a TDI windstorm certificate (WPI-8), because the city isn’t in a TDI-designated region. The work still has to meet the city’s wind-speed requirements.
