Baytown Contractor for Roofs, Repairs and Remodels Near the Water

Baytown began as three oil-boom towns: Goose Creek, Pelly and East Baytown. They merged in 1947 and became Baytown in January 1948, after the Goose Creek Oil Field and the Humble (later Exxon) refinery set off a population boom. The city is surrounded by water on three sides: Galveston Bay to the south and west, Cedar Bayou to the east. Rainfall here averages around 64 inches a year or more, which makes it one of the wetter cities in the lower 48.

Water, wind and sinking ground

Few places show the Gulf Coast’s risks as clearly as Baytown. The waterfront Brownwood subdivision sank about ten feet as groundwater pumping compacted the clay underneath it. After repeated flooding, Hurricane Alicia (1983) finished it off, and the land is now the Baytown Nature Center. Carla, Alicia, Ike and Harvey are counted among the most damaging hurricanes to hit the city.

For a homeowner, that history translates into a few practical habits:

Which side of Cedar Bayou are you on?

Most of Baytown is in Harris County, but the part east of Cedar Bayou lies in Chambers County. That matters for windstorm insurance. All of Chambers County is inside the TWIA designated catastrophe area. In Harris County, only certain cities east of Highway 146 are, and Baytown isn’t one of them. For a Chambers County home, roof and exterior work generally has to be inspected and certified through the Texas Department of Insurance (a WPI-8 certificate of compliance) to keep or get TWIA coverage. We confirm which rules apply before we bid.

Baytown permits

Baytown’s Planning & Development Services department runs permitting through its Building Services Division. Applications, fees, status checks and inspections all go through the city’s Citizen Self Service (CSS) portal, and contractors have to apply for a professional license in the portal before applying for a permit. The city also posts separate residential checklists. Its fee schedule, updated June 1, 2026, lists individual permits for roof replacement, window/door/siding replacement, foundation repair and “remodel without trades,” so even exterior-only jobs usually need a permit. The building permit page also points to a program that may waive permit fees for qualifying projects, so ask whether yours qualifies.

Baytown FAQ

Do I need a permit to replace my roof in Baytown?

Yes. Baytown’s fee schedule lists a roof replacement permit. We pull it through CSS as part of the job.

My house is east of Cedar Bayou. Is anything different?

Possibly. That part of Baytown is in Chambers County, which is inside the TWIA windstorm area, so exterior work may need TDI windstorm inspection and certification.

Do you do pre-purchase walkthroughs?

Yes. We look over the roof, structure, HVAC and finishes and tell you what we see. It doesn’t replace an inspection by a TREC-licensed home inspector.
