Pearland started out as an “agricultural Eden” marketed to farmers, and its first subdivision was called Suburban Gardens. Starting in the 1970s, former rice fields filled with houses, and today about 83% of the city is residential. Much of that growth is in master-planned communities such as Shadow Creek Ranch, Southern Trails, Southdown, Sunrise Lakes and Lakes of Highland Glen. The historic town center is at Main Street (SH 35) and Broadway.
Upgrading a newer Pearland home
Many Pearland houses are newer production homes, so the work tends to be about upgrades rather than repairs:
- Replacing builder-grade kitchens and primary baths
- Additions, covered patios and outdoor kitchens
- Converting rooms (an office, a guest suite, a game room)
With HOA-governed communities, design approval often runs alongside the city permit. We build that into the schedule.
Building a custom home in Pearland
Pearland’s residential plan checklist for new homes asks for an engineer-sealed foundation plan, framing and wind load plans, an elevation certificate and an energy compliance letter. A new home also needs a windstorm inspection report from a licensed third-party windstorm inspector or engineer. The general contractor has to be registered with the city and keep a current certificate of insurance on file naming the City of Pearland as certificate holder.
Which jurisdiction are you in?
Pearland covers parts of three counties. The core is in Brazoria County, with pieces in Harris and Fort Bend. All of Brazoria County is in the TWIA windstorm area, but the Harris and Fort Bend parts of Pearland are not. Silverlake and Country Place carry Pearland mailing addresses but are unincorporated, so City of Pearland permits may not apply there. We confirm jurisdiction before we draw plans.
Pearland permits
The Permits & Inspections Division of Pearland’s Community Development department reviews and inspects private construction. Remodeling an existing structure requires a permit. Applications go through CityWorks, where homeowners can also apply, pay and schedule inspections. Inspection requests made by 4:00 p.m. go on the next business day’s schedule. Pearland currently builds to the 2021 International codes and the 2023 National Electrical Code.
